If I were to set up a dark room for processing and development 35mm film into prints, what equipment do I essentially need to have? Off the top of my head would be the enlarger, lens, 35mm carrier, grain focuser, timer, safe light. What are the chemicals are required for the development and processing?

You forgot the processing essentials: tank & spool. You'll probably want more then a single roll tank and you'll definately want extra spools around.
You also need trays for the chems, bigger then the largest size print you want to develop.
Chems:
1) Developer (you may want a different developer for your prints then your negs).
2) Stop (some people find this optional)
3) Fix
4) Washaid
5) Wetting Agent (for negs)

Other than those mentioned you need:
1. 50mm enlarger lens
2. easel - 12x16 or what is the max. print size
3. Developing Trays...4 units,...
4. Test printer....if you want consistent prints
5. Contact printer
6. Tongs
7. Chemicals
- Paper developer
- Stop bath (same as film stop bath)
- Paper fixer (same as film fixer)
