If you got this in this part of the world i.e SE Asia then it is called Black-shouldered Kite.
But better wait for some expert feedback.

White-tailed Kite should be an American species, if you get in Malaysia, its a Black-winged Kite, often also STILL known as Black-shouldered Kite, there were some splits that causes the use of common names to be confusing.
