Those are the dusts on the negative. You can rewash the film and use a wetting agent before taking out the film to dry. Alternatively you can clone out the dust in photoshop.

My own experience with films was bad. I always send mine to E Six in Pudu Plaza and I get scratches and dust spots. After many of such incidents, I gave up film. Just not wort after paying the professional labs to do it.

I have in the past used alcohol swabs ( rubbing alcohol ) to remove smudges on negatives.

It would be best if you were to get proper negative cleaning liquid.

Or you can use the "healing" function in Photoshop for dust spots. The icon is a plaster. Cleaning your negatives to utter perfection is one thing but dust on the scanner itself is another. I usually use a blower and a micro fiber cloth to wipe down my scanner before I start scanning each time. Dust on the surface of the glass is easy but it' the dust UNDERNEATH that makes it impossible to get a clean scan. Bottom line, I always resort to Photoshop in the end

Scanning and touching up is not for the faint hearted. I follow a similar workflow to Daniel above but it is inevitably present and the post processing will do the job. The whole film experience takes time but if you get it done well the end result is stunning.

I see some serious light fall-off in this shot, how come?
